as far as I've known Flug werk is a top notch shop that produces high quality work. Or is it the FAA?
Insurance issues / prerequisite ???

No one is disputing the craftmanship of FlugWerk.
Keep in mind that this will be the first long nose D9 flugwerk aircraft to fly and they want to know the aircraft inside and out before they start the flight test program at Stallion.
